PWA News In Brief October 2006 Highlights of the Annual General Meeting held September 19, in Qualicum Beach.
President’s Address Gary Kaulbach, President of PWABC reviewed the activities of the Association for the year: Highlights included:
PWABC as part of a continued review of its strategic plan has this year completed a survey of membership. As a result, there was significant support for leadership training and education. As a result significant effort will be focused on expanding our education committee and we will be looking to use the Road Runner to communicate upcoming sessions. In order to accomplish this, your executive will be considering the feasibility of a paid position to ensure that we continue aggressively with this initiative. We want to thank Kevin Ramsay and committee for the excellent work they completed this last year. PWABC continues to be successful due to the loyal support of our MSA who contributed in excess of $10,000.00 last year to educational conference. On behalf of PWABC we want to thank and acknowledge this support. We expanded the scope of our technical conferences to include a networking opportunity for MSA through table tops and will continue to support a trade show every three years. In 2006 we hosted two very successful Leadership workshops that saw over 150 PWA professionals attend. It was very well received and will continue in 2007. In July we hosted a joint meeting with Alberta and the newly appointed Director for Region IX and learned a lot about how they handle education. We were awarded a Membership Badge for having the largest increase in member additions in Region IX. Additionally, we made presentations to Indian and Northern Affairs and are looking to expand the membership base with first nations who are taking an expanded role in management of their infrastructure.
We are please to announce that Ian Vaughan our Chapter delegate was elected as President of the Canadian Public Works Association (CPWA). PWABC participated in the Union of B.C. Municipalities Conference in Vancouver and the Local Government Managers Association by hosting a manned trade booth.
Gary continued to emphasize that there are many deserving PWA members who should be recognized either personally or for the projects that they have completed and should be nominated for the many awards that APWA has to offer as well as PWABC. Ron Bowman the PWABC Secretary for 13 years will be stepping down and as such Terasen Gas will no longer hold the standing position of Secretary. Gary thanked Ron for his commitment contribution and guidance and will look forward to his support as a member in good standing. PWABC will continue to celebrate success in public works and encourage the membership to participate in: Public Works Week Public Works Project Recognition Regional Committees. And take the opportunities to acknowledge our staff.
New Initiatives for the PWABC
Finalization of an Education Program and consideration for a paid education position. Diversity: The lack of women and minorities needs to be addressed and will be in our 2007 membership initiatives.
Landed immigrants are also not being adequately represented and Gary encouraged all public work sectors to send members to both our leadership educational sessions and technical conferences.
2008 Conference: New guidelines are needed to be communicated to our members and applications are now available to host our 2008 conference. Support MSA: They have been key contributors since 1947.
With this years elections we will see four new faces on the executive, David Myles, Andrew Wood, Kevin Goldfuss and Murray Steer. Trevor Kushner will take over the role of Editor for the Road Runner.
On a personal note, Gary advised the membership that he enjoyed being President this year and looks forward to contributing as Past President.

Scholarships: Peter Rowe advised that Jason Wagner of Salmon Arm was the successful applicant for the 2006 PWABC scholarship. There were thirteen applications. MSA Presidents Message 2006 was a fantastic year for the Municipal Services Association of British Columbia (MSA). The executives for 2006 shown in the captioned photo worked closely with the Public Works Association of British Columbia (PWABC) to foster a team approach to accomplish joint objectives.

The annual conference held in
Qualicum Beach was a huge success with a great mix of business, education
and sheer fun. The MSA Executives take there hats off to the local
arrangements chair and the team of great people that organized the
fantastic conference.
The Municipal Services
Association was formed in1946 and works closely with the Public Works
Association of British Columbia (PWABC) keeping members informed of new
product information and services provided by the MSA member companies.
The MSA takes a low-key
approach in supporting the annual PWABC conference by restricting
individual MSA member sponsorship resulting in a unified Association. The
members of the MSA and PWABC are truly friends and as each organization
grows the friendship becomes stronger. The 2007 annual conference is being held in Victoria to celebrate the 75th anniversary of the PWA. Please mark your calendars as we look forward to seeing all the familiar faces as well as the many new faces that I am sure will be attending.
