 ABOUT MSA

The main objective of the Municipal Services Association, consisting of Consulting Engineers, Manufacturers, Agents, Distributors, Contractors, and Media, is unchanged since its inception in 1946; that is to support the annual Public Works Association of BC Technical Conference, usually held in September and attended by public works employees from many of BC's cities, municipalities and regional districts.

The Municipal Services Association (MSA) fees are used by PWABC to assist with the costs of the Conference so as to encourage the attendance of a wide range of people who are active in municipal government and the various product and service-related industries.  In return, PWABC allows MSA to govern the advertising, promotional and entertainment activities which take place at the Conference.  MSA also organizes and receives recognition for the printing of the Conference Program; the ‘Meet and Greet’ reception; Guest bowling’; the golf tournament; the MSA Banquet and all bar arrangements during the Conference.

The primary reason for the success of the Municipal Services Association Group and for the excellent relationship that the MSA has with the membership of PWABC, is the low-key approach in supporting their annual conference.  Please read the MSA Code of Ethics below, which governs advertising and entertainment activities while attending the PWA Conference and note that this Code of Ethics is strongly supported by PWABC members.

We now have approximately eighty company memberships whose names appear in the Conference Program, the Conference Recognition Board, and the Annual Public Works Association reports.  We welcome your membership and your efforts to encourage other companies in related fields to join the MSA.

Annual MSA membership dues are $220.00 per year for renewing Companies, which allows two representatives per member company to attend the Conference (Conference and Tradeshow Fees are not included).  The annual fee for each additional representative is $110.00.  MSA members receive a discounted registration fee at the Conference.  MSA membership fees for a New Company or non consecutive membership are $540.00 for two years and this allows for two representatives per member company (Conference and Tradeshow Fees are not included).

The PWABC Annual General Meeting 2004 adopted a new philosophy regarding promotion during the annual conference. The fundamental changes are as follows:

  • In addition to a Major Trade and Equipment Show on a regular 3 to 4 year interval; a tabletop trade show will take place during the conferences in the years that a Major Trade and Equipment Show is not held. This is subject to available space at the chosen venue.
     
  • That The MSA revise their Code of Ethics to provide a less restrictive environment.

In keeping with the revised PWABC strategic plan, the MSA Code of Ethics was revised during the 2004 Annual General Meeting and now reads as follows:

  • Soliciting of business is restricted to the trade and equipment show area or when MSA & PWABC delegates seek out information.
  • Advertising by display, signage, product presentations, or in the form of printed matter outside of the trade and equipment show is under the regulation and discretion of the MSA.
  • Individual room entertainment, product presentations are confined to times when technical sessions are not in progress, or when other conference events are not ongoing.
